The Napa Valley Transportation Authority (NVTA) is the Congestion Management Agency, it has been formed in 1998. This authority has been formed by the joint effort of the Cities of American Canyon, Calistoga, Napa, and St. Helena; the Town of Yountville, and the County of Napa.
